InPahiyas Festival, the residents give thanks to San Isidro Labrador because ofthe prosperous harvest, in Buhusan Festival to celebrate and honor the lord’sresurrection and in Town Fiesta the resident give thanks to the person whodiscover the town of Lucban and commemorates its foundation.Pahiyas Festival is one of the country’s biggest and mostcolorful harvest festivals every May 15th, along with the harvest festivals ofthe towns of Tayabas, Sariaya, Gumaca and Tiaong. These are the Philippinesbest known harvest festivals to honor San Isidro Labrador, the patron saint offarmers. Known as the “Pahiyas”, the festival is deeply rooted in thetraditional celebration of the townsfolk in thanksgiving for bounty harvest.Decorations called “Kiping”, leaf-shaped and multi-colored rice paste waferswhich are used to decorate the facades of the homes along with fruits andflowers from nature (Pahiyas Festival – Philippine Tourism, 2009).This artful decoration is called “payas” the municipal givedesignated street in which they have to decorate. In the past year thefestivity has attracted local and foreign tourist, contributing greatly to thetourism and economic progress of Lucban through the help of our LocalGovernment. The local government unit, in its desire to boost tourism inLucban, has initiated a yearly contest in the most beautiful and relevantPahiyas in town.
Every year, the event was successful in the differentadministration but in the present year some of the people are not satisfied forthe giving of awards. Furthermore, the previous and the present administrationwere well implemented but the difference in the two administrations is thegiving of awards to the winner. The awards served as incentives to the peopleto do their best in making their Pahiyas most deserving and attractive. (Abueva& Cabanting, 2015)According to Valdueza (2010) entitled “A Documentary Analysis of theCultural and Social Activities of San Isidro Labrador Pahiyas Festival” thePhilippine Festival is recurring event of special significance on a chosen dateand the celebration connected with such occasions. The big festivals of thePhilippines are generally sanctioned by either the church or state or both;they are always characterized by group participation. It is the participationin these festivals that confirms his membership the folk group. (Abueva , 2015) In the Buhusan Festival there is a tradition of “buhusan” which happensduring Easter Sunday Pasko ng Pagkabuhay. During this day people gets wet byrunning around town with pales of water, throw water to every people in thestreets.
This activity is called Buhusaya. There is also a Buhusan FestivalParade with all the parade participants being welcome by showers from waterguns, fire truck hoses and other paraphernalia related to showering of water.Buhusan Festival is an annual celebration of the Easter in the said province.It involves throwing and splashing of water. They even mount a street party tomake it even more festive with some of the best DJ’s in the Philippines thatlead the foam party in front of the town hall municipality.
Thus tradition wasperformed every eastern Sunday of every year.Town Fiesta here in Lucban is celebrated every 19th ofAugust, that every one of the inhabitants of Lucban are preparing for it bycooking sustenance’s that are exceptionally tasty for their guests. At thepoint when the Fiesta is coming you can notice the essence of nourishments thatyour neighbour cooks with dishes like hardinera, embotido, spaghetti,caldereta. As an additional attraction, the Local Government is sponsoring theevents happening daily from August 8-19 at the day of the Town Fiesta. Theseactivities include “Pagsusulat ng Pamansag or Slogan Contest” with a usualtheme of “Ito anf Lucban”, “Pagdiriwang ng Linggo ng Wika”, “PangkulturangPagtatanghal”, “Tinig ng Tanghalan (Ikalawang Yugto”, “Paligsahan sa MaiklingPagkukuwento at Talumpatan”, “Paligsahan sa Poster Making”, “Ms. Gay Lucban2017”, “Sining ng Pakikipagtalo”, “Paligsahan sa Sayaw”, “Araw ng Lucban”, and”Buddy’s Pancit Hab-Haban”. There are town fiestas celebrating foundation days, patron saints anda combination of both. These festivals are occasions when and where peoplecoverage, the same occasions when Government units and the private sectorbecome generous with funds.
As artistic ventures especially in the Philippinescountryside are always wanting in venues and avenues for artistic engagement,it is in these convergences that the artist fined their audience. Everyprovince, town and city celebrates foundation days, patronal fiestas andhistoric celebrations. Depending on the local expertise, these fiestas becomethe stage for local visual arts, music and dance festivals. Cosmopolitan centresfeature contemporary arts while others highlight traditional indigenous to thelocale.

We as he researchers and at the same time bothresidents of Lucban that there are residents who still show support but thereare other residents who do not and refused to participate. The researchers areinterested to find reason behind the varying support of the residents towardslocal activities by looking on their socio – cultural engagement and analyzethe meanings of its strategic tourism management. In the Philippines there are a lot of festivals not only in the othercountry. There are a lot of festival here at the Philippines, Fiestas in thePhilippines can be religious, cultural, or both.
Several of these are held ofLocal Government Unit not only the Church. They do strategic planning to besuccessful the festival and to commemorate local history and culture, topromote the community’s products, or to celebrate a bountiful harvest. That’swhy it’s More Fun in the Philippines (Abueva & Cabanting 2015).Thus, this study aims to know the socio – cultural engagement ofLucban residents: a baseline for strategic tourism management in Lucban,Quezon. The study will specifically determine the attitudes, beliefs andparticipation of the residents in the major festivities of the town of Lucban. Background of the StudyThe town of Lucban celebrates a number of festivities every year.
Infact, one of the most celebrated festivals in the country, the very famousPahiyas Festival, which some tourists awaits to experience, happens in thistown. However, as time goes by, changes occurred either on how the festival iscelebrated, the manner the activities are executed and planned, sometimes froma previous extravagant celebration turning to a very simple one. These changescan by the level of support the residents of the town exerted.As both residents of Lucban, the researchers noticed the changing andvarying attitudes of the locales towards the town activities. There are thosewho support but there are many who never cooperates at all.In view of this, the researchers decided to conduct this study inorder to analyze the socio – cultural engagement in Lucban residents: abaseline for strategic tourism management of Lucban, Quezon. Moreover, theresearchers will evaluate the resident’s attitudes, belief and participation inthe selected activities.In terms of resident’s attitudes, this refers to how the residentsshow their emotion and support in the activities executed by Local Government Activitiesevery festivities.
Resident’s belief refers to how the residents understand intheir own knowledge how the selected local activities are celebrated and theirreactions on the manner it is celebrated nowadays. Resident’s participationrefers to how the residents participate in these Local Government activities.Thus this study will seek to describe the resident’s level of support,beliefs and participation towards selected Local Government activities and alsowill explain the behavior of the residents and their changing attitudes.According to Tinsey & Cabanting (2015) The Filipino culture’sexistence and development are interpreted in many ways; first is thetraditional concept, the traditionalist holds that Filipino culture wasdeveloped due to the conglomeration of the physical, intellectual, moral andspiritual aspects. It assumes that underneath the independent and widelydifferent culture as shown in their way of life, there is an underlying basicroot of unity that holds cultural tree together and infuses one clear, distinctsubstance through its veins. This includes their art of living, philosophy inlife, attitudes toward God, nature and fellowmen.

Thevariables included grounds for attitudes, beliefs and participation of theLucban residents in the selected local activities.There are 32 barangays in Lucban, Quezon and a total of 51,475populations. The respondents were limited to 390 individuals equallydistributed and divided among the male and female residents of Lucban, Quezon.They were chosen through stratified random sampling. Idadagdagyung target sa interviewA checklist type of questionnaire was prepared by the researchers toknow the respondent’s reaction regarding the evaluating socio – culturalengagement of Lucban residents: a baseline for strategic tourism management inLucban, Quezon. Definition of TermsThefollowing terminologies were defined both conceptually and operationally tofacilitate understanding of the study:Attitudes this means that how the residents show theirsupport and emotion in the selected activities.Beliefs this means that the residents understand intheir own knowledge about the selected activities.Local Government Unit of Lucban may find the most effective andsuitable activities, can likewise benefit from study where they demonstrate howthe activities can help to improve the activities and invite tourist in orderto uplift tourism and economic progress in Lucban.
