It states that, provided that the staff being recruited and maintained is within the requirements, the cost of advertising, cost of operating an educational testing program, operating costs of an employment office that are necessary in order to secure and maintain enough staff, the travel costs of the recruiting employees, travel costs for the interview applicants and relocation costs for the recruitment of new employees, are allowed, but only to the extent that these costs have a properly managed program for recruitment.
