Votes are usually taken on the main or any pending motion before action on a motion is concluded. Votes are taken in the following way; through consensus, voice vote, rolls call, abstention, and action. Use of universal consent saves time and the technique is often used to endorse minutes, appointments, consent agendas, implementation of non contentious motions, and adjourning meetings. A roll call vote may be requested by a member where each member is called and their reaction taken and recorded in the minutes. A voice vote is conducted by voice unless there is demand on an oral roll call. Abstentions are not considered a vote unless required by law otherwise a vote is determine by number of members present. Action where votes announced by the chair and recorded in the minutes
Topic of Discussion
Are classified into four namely, main, privileged, incidental. A main motion brings new business before the board whereas a subsidiary deals with pending motion. Privileged motion deals with items that of high priority to the board while incidental motions relates to business of the board not directly to the pending motion
Once the motion comes before the board, the chair directs discussion as all the debate must go through him. The chair has the responsibility to ensure all the sides are fairly present their views on the matter before them. Pending questions are to be acted upon first as all debate is limited to such immediate pending questions. The debate must be applicable to immediate pending questions. Informal debate, allows members to speak without confines, and is permitted in small boards. Closing debate is when debate has ceased on the pending question, and there is no objection, the chair states the question and takes a vote. On the other hand previous question occurs when members wishes to stop debate before regular debate. If the motion is adopted by the two-third vote the chair takes a vote on the immediate pending questions.
